Plenty of surf tours operate out of Bali which can range from trips to other islands or informal surf guides who will show you up the coast. In fact most bemo drivers know all the surfbreaks as they go ther alot so often finding a name of a break is all you need. A driver is useful in Indo as the traffic isnt for the faint hearted and more surfers are injured on the roads than on reefs.
